Responsible for specialized activities requiring heavy analysis and complex resolutions. This position requires technical proficiency in mainframe processes, software, and detailed knowledge of the PeopleSoft Human Resource system (HRMS) and timekeeping systems. Responsible for developing procedures through research and analysis. Will provide a significant lead in project work. Works on complex projects with little or no supervision.
System Operations and Control
§ Heavy participation in garnishment processing (interpreting orders, updating system, responding to answers and making process improvements.
§ Participate in installation and implementation of new and/or improved systems, procedures, and methods with a view toward achieving simplification, operating efficiency, user needs and government compliance.
§ Will take significant lead in project work.
§ Responsible for testing program changes, enhancements, multi-state employment tax administration
§ Partner with vendor and/or third party providers
§ Participate in managing Unemployment Claims Management and Verifications program
§ Assist with research and analysis on tax issues and work with Payroll Tax Analyst to assure regulatory compliance
§ Prepare ad hoc reports using system tools (query, Excel, Word, etc.)
§ Assist with Quarter End and Year End tax balancing and processing
§ Run payroll through AutoSys and monitor accuracy of entire payroll processing (reviewing edits, reports, queries etc,) - - provide back-up to Production Analyst
§ Monitor day-to-day workflow (off-cycle processing, store reports, customer service, etc.)
§ Collect payroll operation benchmark metrics and track monthly reports/metrics to show trends and potential improvement opportunities
§ Participate and contribute in the ongoing data quality plan to improve departmental performance
§ Effectively communicate payroll operation benchmark results to management
§ Assist with preparing regulatory reports for Belk Tax Department (i.e. annual officer compensation, state & federal tax credit reporting, ad-hoc requests, etc.).
§ Assists in Payroll Specialist duties whenever necessary
§ Provide phone support to the stores as necessary; assist in handling problems/troubleshooting. Assist in training HR contacts on all levels.
§ Work with the stores to improve their payroll knowledge and accuracy.
Knowledge and Skill Development
§ Develop and maintain detailed knowledge of the on-line and batch Workday integrated Human Resource system (HRMS).
§ Develop and maintain knowledge of multi-state and federal payroll regulations, garnishment, state abandoned property laws and payroll tax laws and procedures, etc.
§ Develop and maintain technical skills (AutoSys, SharePoint, TSO/ISPF, PeopleSoft query and Crystal reporting tool, SQL, etc.)
§ Develop and maintain knowledge of systems reporting tools (i.e. query, SAR reports, etc.)
§ Assists in the skill development of less experienced staff
§ Develop and maintain knowledge of Reflexis timekeeping system
Minimum Education & Experience:
§ Four-year degree – Accounting or Business preferred or equivalent work experience
§ 7-10 years of progressive Payroll work experience with an on-line system
§ Extensive knowledge of Accounting and Control Procedures
§ PC Skills (Microsoft Office suite - - specifically Excel)
§ Mainframe software (i.e. AutoSys, TSO/ISPF, SQL, System Utilities, etc.)
§ PeopleSoft H/R and/or Workday system knowledge a plus.
§ On-line payroll information research skills
Preferred Education & Experience:
§ Payroll experience for a large multi-state employee population (25,000 +)
§ Certified Payroll Professional (CPP) designation preferred
